What future for Australian public housing? A critical analysis
Summary
This project will look beyond the day-to-day issues that confront State Housing Authorities and focus on the question of the viability of the sector, both in the medium and long-term. To achieve this aim, the research project will undertake three strands of data collection activities that will be used to inform an incisive commentary about the future of Australian housing policy and the specific role of public housing.

Description
Public housing policy in Australia has been guided by three over-arching objectives: prioritising vulnerable tenants in the allocation of property; sustaining stable tenancies by linking households to welfare services; and reducing the pressures on government budgets by enhancing service delivery. The attainment of these objectives has been undermined by a decline in overall funds for public housing, a reduction in the number of properties available for letting and an increase in demand for public housing. Furthermore, public housing locations are often portrayed negatively and this compounds the sense of social exclusion experienced by residents. The extent of the problems associated with public housing provides the rationale for this proposal which focuses on the medium and long-term future of public housing.
The overall aim is to look beyond the day-to-day issues that confront State Housing Authorities and to focus on the question of the viability of the sector, both in the medium and long-term. To achieve this aim, the research project will undertake three strands of data collection activities that will be used to inform an incisive commentary about the future of Australian housing policy and the specific role of public housing.
The most significant potential finding of this project will be a wide-ranging and bold assessment of public housing’s future role in meeting the needs of low-income households and its function within the suite of welfare services provided in Australia.
