International measures to channel investment towards affordable rental housing: Austrian case study

This report is part of a research project that has been commissioned by the Western Australian Government. The project reviews international models that use public subsidies and incentives to attract large scale commercial finance to supply affordable housing. This report provides the findings of stage 2A of the research. It has engaged key local experts; interviewed financiers, providers and policy-makers and analysed evidence to assess the effectiveness of private finance in Austria.

Tax expenditures and housing

This paper assesses the scale and distribution of key tax expenditures associated with the way in which housing is treated in the Australian tax system and indicates some changes that would make it more efficient and equitable. The relevant key tax bases are, at a federal level, the (individual) income and consumption (GST) tax and, at a state or local level, transactions (stamp duties) and wealth (land taxes and rates) taxes. This paper focuses only on the equity implications of the tax expenditures that arise with these tax bases.

The housing careers of people with a disability and carers of people with a disability

This report considers the housing careers of persons affected by disability and those family members with significant care responsibilities. The report shows that the housing careers of persons with a disability are flatter and more restricted than those of the population overall. In addition, it is argued that the housing careers of carers and persons with a disability alike are changing in these first years of the 21st Century. This change is a consequence of shifts in the ways support services are provided, because of impediments to movement through the housing market, because of reducing access to home purchase and as a result of trends in the incidence of disability.

Econometric modelling of housing assistance and labour market participation

The analysis in this paper examines the effect of housing assistance programs on aspects of labour market behaviour and outcomes in Australia. The relationship between housing assistance and labour market behaviour is a key concern of policy makers. In fact, a guiding principle of the current agreement between the federal and state governments concerning the provision of housing assistance programs is the need to ensure that 'housing assistance supports access to employment and promotes social and economic participation' (Commonwealth-State Housing Agreement 2003, Schedule 1). The analysis provides evidence on this link by considering how current policy settings influence labour market outcomes for participants in housing assistance programs.
