What is an appropriate methodology for determining a balanced cost-benefit analysis for the provision of infrastructure required to service land use intensification in NSW?

Finance for urban growth infrastructure in Australia is traditionally sourced from a combination of developer contributions, user charges and consolidated revenue. Recent discussions have observed the scope, method and quantum of contributions without considering alternate funding mechanisms.

Lower levels of discretionary consolidated spending for competing public policy objectives has seen public authorities heavily rely on developer contributions as the primary funding source for infrastructure.

State and local authorities do not readily use techniques to capture benefit to fund infrastructure. This presentation will inform a larger study and explore the fiscal and planning settings of the three tiers of government in New South Wales to consider new tools to finance urban infrastructure.
