Public housing transfers: longer-term impacts on investment, tenant experience and sector outcomes

This research will critically examine the longer-term impacts of public housing transfer programs across Australia using data analysis and case studies. It will consider tenant experience, social housing investment and sector expansion.

The research will address the following questions:

  1. What have been the objectives, terms and requirements of Australia’s large scale public housing transfers?
  2. What are the longer-term outcomes of public housing transfers for (a) Community Housing Organisation finances (CHO); (b) CHO organisational mission; (c) ex-public housing stock condition and renewal; (d) new housing supply and; (e) tenancy management rigour and quality?
  3. How have CHOs addressed practical challenges encountered in accommodating transfers?
  4. What lessons can be learned from Australian public housing transfer experience?

Project findings will provide Australian governments and policymakers with critical reflections of the achievements of public housing transfer programs. It will highlight challenges encountered and addressed by policymakers, community housing organisations and tenants alike, to help inform future social housing strategies and practices.
