Rachel Hornsby

Rachel joined AHURI in mid-2026 following a career spanning local government, community housing and consulting. As a consultant she specialised in strategic leadership, organisational improvement, and decisions that shape cities and the housing sector. 

Her previous roles include General Manager, Sustainable Planning and Development at the City of Kingston, where she managed more than 200 staff and the delivery of significant capital works projects, and Interim Executive Officer at MCM Housing. As Founder and Director of her own consultancy, Rachel focused on supporting government, developers and community housing organisations to deliver more social and affordable housing. 

Central to Rachel's approach is a belief in conducting in-depth investigation close to the coalface and creating context-specific solutions. In 2024, she spent six months in Queensland working with 22 community organisations — assessing governance, finances and development processes to help each grow their housing portfolio. 

As Head of Professional Services, Rachel works closely with AHURI's university partners, governments, industry, the community sector and other stakeholders to deliver balanced, high-quality professional services.
