How would a rent freeze work, and is it a good idea?

The Federal Government has made a concession as it pushes to get its housing legislation passed through the Senate. It's locked in a guaranteed $500m annual housing spend, but the Greens say it's not enough, and are still pushing for a national rent freeze.
